The library is an integral part of the Public Services Centre, which houses the County Council area services, citizens information and social welfare offices. The library is located on the ground floor to the front of the complex. The building is a modern design, yet is influenced by the vernacular architecture of the region. Glass and windows are a major feature of the design, with a circular window being a key feature, and a skylight stretching the length of the library ceiling.
